Answer: I think a good idea for beginners is set it up through wordpress so its easy to customize and there are many plugins to achieve success. There are some great free templates out there too.

for Intermediate users I would recommend using such software as webeasyprofessional. Using this will speed up the process of making a website. Then design the website with the pictures and links etc that you want. Once the website is designed as full as the software allows, then copy the html/php and continue to customize it more to your needs.

For advanced users I would use adobe products to design your site. Use Photoshop CS5 to design the logo and the template and use it alongside with dreamweaver CS 5 to implement the coding.
